98% of my use for a pair of thin nose pliers while fishing is to grab the hook, hold the trout back over the water, turn my hand 180% and release the trout un-touched and un-harmed. I recently had occasion to need more form them when I buried a hook in my hand, with the barb poking back out. My cheap, Chinese pliers failed to cut the bard off. I ended up doing boat surgery with a sharp pocket knife.
I need better pliers.
I have been looking at the P-line "Adaro" aluminum pliers with the steel jaws and hardened cutter.
Any thoughts, recommendations ?
The P-lines seem to sell for about $30, and I'm not rich, so $30 is about the top of my budget.

For cutting hooks you don't need a better pair of pliers, you need a small pair of bolt cutters.

I have the P Line pliers. I use the cutters on them for cutting braid, but have never tried to cut off a barb so I cant comment on their ability there. The pliers themselves work well. They don't rust and they have a nice holster for your belt and a lanyard so they don't go overboard. I'm not sure that they remove hooks any better than a cheap pair of needlenose though.
I usually crimp all my barbs down as soon as I pull a hook out of the packaging. I once had a Rattlin' Rap in a flopping 4 lb pike and my calf simultaneously while in a canoe on a river. I was happy that the barbs were pinched that time, although it still was painful.
