Think I got this right, but...

Executive orders, in our executive branch, are internal orders governing how various parts of said branch are operated. Obama can exert control over the justice dept., the IRS, the defense dept., and likely homeland security.

He can order them as to how their organization is run, what kinds of things that they focus their scrutiny and efforts on, and

He cannot make any law that directly impacts the citizenry by E.O. No citizen can be imprisoned for disobeying any E.O.

I don't think that E.O.s can be directed at the legislative or judicial branches. At least not directly.
