They already do that with doctors and other specialist. Cyber officers make sense , they'll never see field combat or lead troops in that environment. If approved it will allow, but not require certain people with certain skills to be brought in to do specific jobs where there is no one already in the military with the skills to do the job. Most people don't really want the truth. They just want constant reassurance that what they believe is the truth.
