Out of those three I'd get the Tikka.
P yep nothing like a foreign built rifle, shooting a modified military cartridge. But tikka wasn't a choice, from the OP! Ruger would be the choice!

I like Rugers, but really like Steyrs. Got 3, still have 2 of them, 260 Rem and 308 Win. Only reason I don't have 3 is I no longer needed the 376 Steyr. There's a Stainless SBS in the classifieds in 25-06.

the steyr fit/finish leaves the 'merican rifles in the dust ... stock is a little floppy though.

My Ruger All Weather was my first 280. That was 2003. I have been through 20 different 280's since. It is my toughest battleship grade rifle. You would scarce believe what that rifle has endured and continued to hold zero.

OK, I have it narrowed down to three for an out-of-the-box shooter i can take into any hunting weather and expect dead-nuts reliability and performance: Savage Weather Warrior, Steyr Pro Hunter, or Ruger Synthetic Hawkeye.
Expectation is I have nothing to do to this rifle except scope it with a Leupold 6x36 and load it up with factory partitions...
Cartridge choices are 25-05, 30-06, or 270. I am leaning towards the 25-06... ............If there are no real budget concerns, I'd be looking very seriously at the Win M/70 Extreme SS for your application. Dead nuts reliability, performance and as accurate as you are going to get in any weather.

Get whichever one in .30-06. In foul weather I want a bigger hole leaking more blood if the animal runs off. .25-06 doesn't always leave a good blood trail.
Personally I would include a T3 Lite SS. Awesome well thought out statement.

Were it me I'd go Savage or Ruger with the aforementioned Leupold mounted on it. Any of those 3 cartridges (25-06, 270, 30-06) would float my boat but I'd also lean toward the 25-06 or 30-06, mainly because I already have dies, bullets, etc. for both.
