I know that ya'll are getting tired of my newbie questions but I just noticed that my new to me 99H HP must have the wrong rear sight or ramp or both. The problem is that there is no room to to raise elevation by sliding the ramp back. The ramp makes contact with the receiver. What do you guys think?

It is a Winchester rear and with the patent dated elevator has more value than one without the date - just the dated elevators often bring $20 & up on eBay. http://www.ebay.com/itm/122428921644
The correct sight for you gun would be the Savage 1911 patent, No 14RM based on the information I got from members here when looking for a sight for a rifle in the 130,000's, it's not an easy sight to find in 100% working condition, they have small rack & pinion gears in them for the fine adjustment and these often are found with some teeth completely rusted away.
Make sure it does this... but very few still do - 1899/sight/No14

Just to be sure, are you talking about the sight that is stamped with a Sept 26 1911 patent date? Your reference to it as 14RM leaves me a little confused as the 14RM is much longer than the 1911 patent sight. Please clarify.
That's it... from what I see in the catalogs Savage changed the sight but kept the same number, so it's just a later style 14RM - there is no new sight listed until catalog No 55 circa 1914 when the No 15 WG shows up, that is also the last catalog to still list the No 14RM, it's not in No 57. Catalog No 60 only lists the No 15WG as a rear for 1899's and in No 61 the No 20 SR 'flat top' with the fine adjustment elevator shows up along with the No 15 WG (which is not in catalog No 63)..
They also did this with other sights, the 25B for the 22's started as a simple screw elevation adjust leaf and then became the windage adjustable sight seen on Model 1914's & later 1903's & 1905's.
