I can't find much on the use of illuminated reticle in Colorado. Closest I could find is: 13. Use artificial light as an aid in hunting.
That could be interpreted many ways.
Anyone know a definitive answer?

"Use of artificial light as an aid in hunting" sounds like Spotlighting but I don't know for sure either.
I do know electronic devices can't be attached to a muzzleloader during the muzzleloader season
also, scopes and electronic or battery powered devices cannot be attached to a bow during archery season, except for lighted knocks or a camera.
If it's an electronic "aid in hunting" it's typically not allowed.
I've also wondered about the Burris scopes that have a laser rangefinder incorporated into the scope..
I'll try to give their office a call tomorrow and I'll report back with any news.

The answer to what constitutes a legal rifle appears on page 16 of the current big game booklet. There is no restriction as to electronic devices for rifles during normal rifle seasons. There is during muzzleloader season.

I did a quick search on CO regs and came up with this. It basically says that they're ok as long as you're hunting during legal hours. I think it's aimed at stiffer penalties for spotlighters. I don't know how reliable this blog is. CO HUNTING REGS It's dated May 8, 2017. Additionally, this rule provides that any person that utilizes electronic night vision equipment, electronically enhanced light-gathering optics, or thermal imaging devices as an aid in hunting or taking wildlife outside legal hunting hours is guilty of a violation. This particular section includes the qualification that usage of these devices is only a violation of 33-6-127 if they are used outside of legal shooting hours for that particular animal. A hunting ticket issued under this particular section of 33-6-127 is a misdemeanor that carries a $2,000 fine and twenty license suspension points.

I would say legal during rifle season. I have been checked by DOW many times and I have never had a DOW officer look down my scope.

Correct. No restrictions for rifle season.

I called DOW on this exact issue as I wanted to put a red dot optic on my daughter's turkey shotgun. They said 100% legal as long as the optic did not project the light/laser. I was told that anything that projects light forward as in a flashlight or laser was illegal.
