I think you are just fine with the LOP in terms of fitting a repro Winvhester pad. That will put you right at 13.2" + Which is in the range of a factory rifle.
The Repro pads cost a bit more than a Pachmayr about $50 shipped. Have one installed RIGHT and then leave it be, IMHO.
As fars as recoil goes- its a 30-30- not a .375 H&H.. i think the repro pad will work just dandy.
As to installation- labor alone for a proper job is $60 to $75 grind and fit the pad.. I would order the pad from Brownells and then take the buttstock off the gun and send it and the pad to Ahlmans in Minnesota. Have them install it. Factory LOP is more like 13-5/8" - 13-3/4". It's probably going to need a spacer with a 1" pad. Are you getting those "factory" LOP measurements from unaltered origional m64 rifles you have on hand ? No. I have calibrated eyeballs.  Which must mean you were not getting those measurements from an unaltered m64 or m94s with shorgun butt in your possession but simply thowing out an opnion or WAG?

I've owned numerous pre-64 Winchesters. M70's, 64's, 55's, 54's, etc. I don't own any currently. Call it WAG if you like. I'd think of it as an educated guess.

Its clear you are a bit confused . The OP wanted facts not a guess based on faulty memory.
Bottom line is that across the board, factory Pre 64 Winchester LOPs were shorter than the 13 3/4" standard of today.
The m70s bolt had longer pull lengths than the lever guns. Every factory m94,64 ,92 etc I have measured all had 13-13.25" LOPs.
And that matters, because the OPs gun is a M64 not a m70 or 71.
Unless the OP needs a longer pull length, mucking up a straightforward pad fitting by adding a extra spacer makes no sense if looks odd and is not even the correct factory pull length.

My unaltered pre-war M64 carbine measures 13 3/16". My unaltered post-war M64 rifle measures exactly the same.

Another "vote" for 13-3/16", since that's what my M64 rifle w/checkered steel plate measures.
Lucked out several years ago, when another member here picked one up in 32 Special and didn't want the Lyman that was on it. Was more than happy to relieve him of it.
