There are lots of things I don’t understand.
You cannot park an aircraft on the ramp as you see it in this picture unless it has a key which has been removed.
New TSA rules require aircraft which are not equipped with a key to be blocked by ground support equipment. If the aircraft has reverse the aircraft must be blocked front and rear by ground support equipment.
Operators mudt have designated Key Control Officers.
These are not new rules.
I suspect there are several people who will have serious questions to answer.

Rockinbar: Indeed the F-15's were summoned from an air base just east of Portland, Oregon and were immediately authorized to fly at supersonic speed to the incident!
They arrived on scene in 7 minutes!
That is a "fer piece" from 10 miles east of Portland to just north of Tacoma, Washington - I am guessing 125 air miles?
Anyone have better info on air mile distance - please inform me.
I would be interested.

He was a baggage handler with clearance to be on the ramp. He did have some experience with a push-out tractor. The plane was parked in a maintenance area, not out on the ramp. He used a push-out to turn it 180 degrees. There are lots of things they don't know yet about where he learned to do all that he did.

Well you would probably be able to assume the controls of a craft in flight and drive it into the side of a chosen building after a few weeks of practice.

I m kinda thinkin the landing part is what gets dicey? I have flown in some super cubs and drove them for a bit. Did not take off and or land any. Seems like this guy had some reservations on landing the big bird safely, so as not to hurt anyone.
