Who makes scopes that meet these criteria, and who makes the best among them?
∙ is currently in production ∙ minimum magnification of 2x (or 1.5x) or more ∙ maximum magnification of 8x or less ∙ minimum zoom ratio of 3x ∙ capped turrets ∙ mounts on long actions without one-piece bases or extension rings ∙ absolutely no ballistic reticles!

Do you really mean it can't be less than 2x on the low end nor more than 8x on the high end? A 1.5 -8 wouldn't work for you but a 2.5-8 would? With the exception of a 2-8, all of your options will be 3x zoom ratios if you are limiting it to no lower than 2x on the low end and no higher than 8x in the top. Just making sure you worded that as you meant to.

A 1.5 -8 wouldn't work for you but a 2.5-8 would? 1.5-8 that meets the critera would work, was thinking of 2-7s and 2.5-8s when I put those numbers. Don't want to raise the top end past 8x though.

Are you opposed to extended bases as well as Rings?
I have a Leupold 2.5-8x36 on a long action M70. It is in dual dovetail rings, but I used a reversible front base, which extends slightly over the receiver opening.

Don't know if they are still in production but you can still find them.
Minox ZA5 1.5 x 8 x 32 with German #4.
Very nice mid-level quality lightweight scope.
