JFE nailed it, .89" length bullet is not stable in a 1 in 38, not even close. Check it for yourself at JBM or Barnes websites.

If you have a 1 - 38 and you want to use factory ammo, the Lehigh is your solution, their 160 is your huckleberry, the bullet is .65":

It gives you an idea of the accuracy of your rifle. Did you buy it new or used? I would suggest having a COMPETENT gunsmith check the barrel. It's possible you got a lemon. It happens now and then with everything mass produced.

I would try taking it back to where you bought it and get an exchange or sending it back to the manufacturer for warranty

Leave Calipornia and live where you can shoot lead bullets. Pretty simple really Why let a bunch of dickheads keep you from the lead? Carry the [bleep] ones in your pocket and lead in the gun until you come out of the woods change the loads duh.

If you can't figure out the rate of twist, you shouldn't be messing with guns anyway. it ain't rocket surgery, it was explained to your obtuse ass, whiner. [bleep] no lead.if the bullets are tumbling obviously the twist is wrong, no other way to explain it.
