The savings could be used elsewhere when fundings got a little tight. Plenty of support here to do so. IMO.

Besides the funds allocated in the Military Spending Bill, as you said gkt there are other sources for funds. The Media is trying to create an illusion which is fake. This is creating a false and worthless debate among the populace as the DS has intended. Meanwhile, the Wall is getting built with funds and builders who were already tapped to do so. The same source the builders came from has built another Wall, a dimensional Wall intending to protect us from a worst enemy. Lets pray the second Wall works in perfection.
