Christmas tree stand adjustable base. Maybe you're right, but the handle going upwards? With a funnel for watering? Looks like a very small stand for a tree. Think about how you find xmas tree stands in every thrift store, fleamarket, yard sale etc. Forgotten and unused for the most part. So maybe. Leaves questions about the property too.

It's obvious that the slots are cams for moving the teeth to either tighten or loosen. I'm at a total loss as to what its exact purpose is, but it seems obvious that it locks a shaft to prevent rotation when the handle is moved one direction and releases the shaft allowing rotation when moved the opposite direction. It has to be for something that moves at low speed also. Beyond that, I'm at a total loss.
