High caliber is a term related to quality, not dimension. Dunno why Fox would use such vernacular in a report of that nature unless they are IDIOTS in regards to firearms terminology.

I would imagine they meant high power rifle. Down here that is basically a centerfire with probably .30-30 muzzle velocity or higher.
