I believe it is a four position lever that controls choke and run positions plus off. Looks like some over reactions may be present in this thread. The choke/run lever has no “lock” position. Pic is referencing the round button that shows a lock/unlock position. Turns out it’s to be operated via the wrench/screw driver tool. Scrench.

You have to register chain saws here in ID so my friend took his in to get the serial number verified and register it but they told him that his Husky didn't really qualify as a chain saw.

Oh crap. On my phone. I thought you were making a joke with a pic of the air cleaner cover. Then I blew it up a bit.
Does it take an actual key? A screwdriver? Or a knurled knob? It's the top cover lock... The chain bar kickback safety lever is the only chain lock. No key required. I was wondering when someone would figure it out! Okay, the padlock icons were enough to fool me. My 20 year old Stihl looks much like that, except, that knob is knurled on the top end and threaded on the bottom.

Correct. Its the air cleaner cover. I asked member bearhuntr if it was a j-lock saw. He tried to swing atme! Ok, ya drug me out here with that one. Youse knows that I'd never take a swing atcha pard. Might run over you with the crummy, but never take a poke ... 😀
