I have an opportunity to pick up a browning A-5. Its modern production. Was originally a camo finish, but the owner had the whole thing ceracote finished over the top. Any ideas on street value since it's not in original condition?

Whatever you feel it is worth. I don't consider the Ceracoat to be additive to the value but neither do I feel it detracts from the value. It's like tires on a used car- you expect the car to have them but brand Pirellis doesn't affect the price much. It was and is going to be used and that will have a greater affect on value than a change in finish.
I would look the gun over very closely as I would wonder why the gun was refinished so soon. It may be the refinishing was done to hide rust or other signs of neglect, lack of care, or misfortune. That would be a much greater factor in price than any other reason to me.
Personally, I would pass on the gun but that is mostly due to the travesty Browning committed on the A-5 name and not the gun itself. The model seems to be a decent one but it should have been called something else.
