They aren't saying to notify before, just that past precedent was to let them know so they don't find out via the news. The same person also did NOT answer directly if Obama notified Bush on Bin Laden
It's a "nicety", not a requirement. My view is a past presidents are nothing more than citizens. Why would you give them special treatment. You may want to pick their brain due to things they did, but telling them things? Nope
