Are non resident bull elk tags drawn for specific areas?
Or if you get drawn is it good for anywhere in the state?

Like normal, it's more complicated than that.

If you draw an elk combo or big game combo you can hunt elk in any general hunt area in the state....but to hunt a limited entry area you'll need to draw both an elk (or big game) combo in addition to the special elk permit.
