IMO--Snowden was a hero for what he did-- but-- he was a traitor in the way he did it!
Having said that, I understand (I think), why he did it that way.
If he had gone to the Washington Authorities, we would never see or hear from him again!

They actually arrest Bolsheviks rioting in the streets in Russia, while our ruling elite give them a wink and a nod. If a cross dressing pervert wanted to read to children in Russian libraries, he'd be arrested and charged. But you don't get to stand up on the stump and preach about doing the right thing for it's own sake, then run away from the consequences. If he did what he did out of a sense of patriotism then then he should've stayed and paid the piper. But he didn't. I'm not going to debate the merits of sunlight being shone on some of those programs, but don't prop him up as a hero. He's not. To be fair he doesn't claim hero status, but some fools assign it to him anyways.
