This is a gun that was bought on auction at an estate sale with no other info.
Model 70 with a serial number from 1947, New barrel with 0 marking to indicate chambering or any other info. It looks like it was mid process at a gun smith for work and was sent back unfinished.
Can a good smith figure out the chambering or is it just worth the action at this point?
What the action worth assuming it sound?

If you don't know the round its chamberd for, a smith is defeintely needed.

Pictures please. Guys like the transition model for doing builds on... A gunsmith can do a cerrosafe chamber cast for you to see what it's chambered in. After they find out, it would be wise to check headspace and if it is worth it, have him mark the barrel for what cartridge its chambered in.
I try to stick with the basics, they do so well. Nothing fancy mind you, just plain jane will get it done with style. You want to see an animal drop right now? Shoot him in the ear hole. BSA MAGA

To your other question, I would say the action ( if standard) with factory bottom metal would be worth around $600
