Is IMR 4451 about the same burn rate as H-4350?

Can the same powder charge be used then?

The minimum powder charge in the latest Hornady manual (.404 Jeffery) has 72.1 grains of H-4350 with their 400 grain DGX/DGS,would that be a good starting point for a 400 grain Woodleigh with 4451?

So far I've used 4451 in around 8-9 cartridges where I'd been using H4350. With my particular batches of powder, the charge of 4451 that duplicated the velocity and accuracy of the H4350 load was .5 to 1 grain less than the charge of H4350--with 1 grain being closer in larger rounds.
