I have REDDING bushing neck dies. My question is....does it matter which way the bushing goes in..? For example, does the marked dimensions go facing up, or down?

The internet rumor is always face the stamped side downward because the stamping can make the bushing caddy-wampus.
Whidden bushings are my favorite, don't have any stamped lettering but have a V telling you which way to put em.

I use a lot of Redding and Wilson bushings, I always have them numbers up so I can easily see what size I am using. Never noticed anything caddy-wampus

I don't think it matters with the Redding. Some of the Wilsons have a taper to the shoulder so with those it depends on if you want to bump the shoulder or leave it alone, they work either way.

It makes sense to me that a company with the reputation that Redding has for precision products would have figured out how to avoid making a caddy wampus bushing.

Makes sense to me too, but it’s pretty easy to put the lettering face down so that’s what most everybody does.

That might be what most everybody does in California, but where I shoot in Utah,Colorado, Arizona and Wyoming I don’t know anyone that puts them face down??

I tried it both ways and wasn't able to measure a difference with my dies and bushings.

IF there appears to be an obvious difference in the chamfer of both ends, I put the most chamfered (radiused) side down.

Always put numbers up to be able to read them. I have been tempted to grind an angle on one end for ease of necking down a wildcat but haven't done it yet.
