Well I don't think that's entirely true for everyone but there is consideration of methods to improve the chances of a clean kill. I think most would believe clean kills aren't always a 100% guarantee.

Why I prefer a deep penetrating bullet at moderate velocity. Enters at a moderate speed to not explode the first shoulder, but retains plenty of momentum to still liquify the boiler room.
