As long as it's a recent one, bed and float it. And make sure screws are proper tightness. 7 mag kicks enough that if the gun is old enough and the action screws were loose etc, bedding might have gotten hammered. Bedding is terrible on some rugers, good on others. It's the first thing I'd address after the obvious stuff.
