So how does one go about getting a person from the Philippines to the US? They tried getting a visa to Canada but that failed. Asking for a friend.

They need to schedule an appointment with the U.S. consulate and go apply for the visa. The philippines isn't a visa waiver country for the U.S. I'm pretty sure. It's easier for you to go visit them there than for them to come here.
