any suggestions on who to use for the repair of a hairline crack running inch below and parallel to the tang ?

Drill a small hole on each end and channel crack. Fill in with glass bedding,sand and touch up finish.
Nothing like a Remington 700xcr.

...then...back off an eighth to a quarter turn on the tang bolt when re-installing.
