They've allowed to city to become awash in human trash from all over the world, who, in reality, contribute nothing to the country other than sucking up funds & resources.
They declare themselves a sanctuary city & not subject to US law, but when all that schitt that they have created begins to come home to roost, the federal government (the rest of us) is now supposed to make them whole again.
