That would seem to be ton of bricks suspended over some specific heads. Declass is an ongoing gradual process designed to let folks come to the realizations they are coming to by themselves. As Trump said, to release it all would be too much for many to handle. He wants the folks to learn and drive the justice to come, rather than roll them over with it.
