It's as rare a situation as finding Santa Claus, the Easter Bunny, a chicken with lips, or an honest politician, but occasionally even old Sleepy Creepy Joe gets something right. "Shoot him in the leg, not the heart" is that one in a million time that he's actually making sense. It's hard to loot, riot, or burn buildings with a hole from a subsonic .22 rimfire fired from a suppressed bolt action rifle in a vital spot. Also, as armies all around the world for decades have known, a wounded soldier takes more people out of the fight than a dead one does. Nothing is going to be more demoralizing to a bunch of rioters than seeing the person next to them screaming and writhing in pain from a well-placed shot to the knee, thigh, or groin, rather than just dropping on the spot from a head shot!
Ignorance can be fixed. Stupid is forever!
