Romney's appearance is political and geared at the large left wing voting block in the Wasatch front, particularly those that are in the BLM (Bureau of Land Management?) march. Nothing more nothing less.
Since he has shafted himself with his support group outside of the SLC metro area, he needs all the support he can get. As the white marchers in SLC far out numbered the black, the question of him gaining black support in other areas of the country isn't as important.
Blacks have always been members of the LDS church, but membership to their priesthood was limited until 1978 when a leader had a vision from God " "which said you know LeRoy (the LeRoy at BYU), you have all those members in South America that are in your priesthood, and most of them have negroe blood. Do you know how stupid that makes you look in this age of genetic research?
This issue was a large reason for the large migration from the SLC of the original settlers into the southeast Idaho area, around the 1900s. (It was a more Catholic than the Pope thingy)
