How could he not be? Snatch certainly shows some influence, but rip off? With Snatch, Sexy Beast, the Limey, etc., the Brits were pretty clearly trying to make Tarantino films. Don't get me wrong, they are great films. Hell, Snatch is more enjoyable to watch than most Tarantino films. But they were trying to make British Tarantino films. If "ripoff" is too strong a phrase, maybe "guiding influence" is more appropriate.

I can’t get behind the rewriting history stuff, half of the time Tarantino ruins his movies with the ending.
Basterds, Hollywood are ruined this way. The ending in Django was completely ridiculous. Didn’t like Kill Bill. Death Proof just wasn’t good.
