Lots of good ideas.
I’d start with a really good bore cleaning. Unless your buddy shoots a LOT, it’s probably not a shot out barrel.
Check the tightness of the action screws. I like about 35 inch/pounds
Check the tightness of the base and rings. No need for “farmer tight here either”.
Try another scope

Just a follow up on this gun. I found a new takeoff Ruger barrel in 280rem and he had a gunsmith swap it. I used factory ammo to sight it in then tried a quick load of 130gr Sierra flat base spitzer over some h4831sc and it shot a 1.25 group without much effort on my part. Guess some of these old Rugers get shot out after all.

I bought a tang safety Ruger 7mm RM. My plans were to re-barrel it to 358 Norma Mag. I was surprised as it turned out to shoot pretty well (about 1 to 1 1/2 MOA). I still have it as 7mm RM, though I re-stocked it as I didn't like the factory stock.
I'm guessing that MD has hit on the issue. Many tangers shot poorly.
I prefer classic.
