Dig a moat 50 feet deep and 100 yards wide along the border using captured wetback labor. Stock it with gators and pythons from the Everglades. Use the dirt they dig up to raise Noo Awlins a few feet above seal level. Once it's done, deport the wetback labor force to the south side of the ditch!
