I am betting it was a wildlife technician from the NC Wildlife Commission. Probably did it when collaring the bear or replacing batteries etc. Betting the NCWC folks are laughing their asses off. I am sure they have an idea who did it but are keeping quiet and want to avoid the hoopla.
That reward money could be put to better use. No way that is abuse.
