Not shocking at all, actually. The bureaucracy exists in a self preservation state, just as any other organism, and seeks to serve it's own interests. "Paperwork" and "red tape" means bureaucracy and has become the 4th branch of government since the 40's. It creates it's own laws, labeled as rules & regulations, a power given to it by the laws Congress passed to create the organization. Congress is so sloppy at writing bills, they abdicate their authority to the organization which most often is run by the Executive branch. Then Congress b*tches about the Executive abusing his authority, and the whole thing ends up in the lap of the judiciary. If Congress didn't suck so bad at their job, the bureaucrats wouldn't exist.
