I wondered that too and came to the same conclusion. Adults that behave like that usually got away with it in their youth as either brats or bullies. They never learned when it would have been a smack in the mouth by a family member, or a fight on the ball field . Adult fights sometimes have greater consequences.

Of course there's no VALID law.
Unfortunately, there's no valid judgement on the level of the municipalities and other venues where the police drag a man or woman into for "obstruction and failure to obey a lawful order."
The times we are in the dictates of a govnr or mayor are unconstitutional but upheld by unconstitutional courts..
