It apparently came in a box of dies, and the buyer has no idea what it is. No markings on it. It looks like the top half of a micrometer seating die, but other than that, does this look familiar to anyone?

It could be Redding or maybe Forster. The ones by Redding I have seen are marked unsure about the Forster.

Whatever it is, it must be older. The bluing on that isn't like anything made these days.

Could be, but I have never seen or known of Hornady putting a high luster bluing on anything.

Nope, and Forster micrometer seaters have been fat up top for as long as I can remember.
