Uh no, Rap style used by Blondie was around almost a decade before.
Blondie crossover mainstreamed it to white folks.
You tube has some early "raps" in song going back to the 1940s maybe earlier. By black groups. Blondie just hit the charts bigger.

Mid-80s I'm pretty sure I saw W/O and the lads open for Lemmy fronting for Motorhead, but then again it was the big 80s and might've only been a dream. Still, this one scar tells a different story...
