8.7 people died per 1,000 in 2019 (consistent with the average over the preceding decade.)
9.7 people died per 1,000 in 2020
My interpretation:
A whole lot of people are in on a great big conspiracy to up the numbers, or
The 12% increase in deaths in 2020 was a fluke, or
Covid caused a substantial increase in deaths.

Got to wonder too what percentage of those deaths died because they needed immediate medical attention for maladies totally unrelated to the covid-19 virus but couldn't get it in time because of the pandemic restrictions. Also, the already acknowledged increase in suicide numbers?
In the original link, they noted that the death rate was up in all age categories. I believe it will take observation of death numbers over a few years to tell how much of the COVID deaths were those involving people who were close to death to begin with. Agree, but my question on percentage of total deaths is referring to this: Delay or Avoidance of Medical Care Because of COVID-19–Related Concerns...and this: Will the Pandemic Result in More Suicides?
