Jackson never said that. You can thank Mr. Horace Greeley for attributing the quote to Jackson during the war between the states. Jackson actual quote was as follows;

Every time a person purchases a firearm the dealer calls in for a background check, so yeah they have you.

But if you have a CHL/CCW they don’t call in. Do they have a list of licensed carriers? The states say they don’t share that, but I bet the feds know from from your state doing a background check.
