If they actually figure out how to create a cosmic cloud and reduce the sun's impact upon the Earth, they may well bring back the "mini-ice age of the fifties" or colder.

Then they will reduce the food production across the temperate portions of the globe and will achieve the global population reduction they so crave.

It's not all that difficult to engineer a "cosmic cloud".

What's difficult is how to get rid of it when people realize the consequences - less sun hitting their solar panels, shorter growing seasons for reduced food production, longer winters and more deaths from extreme cold (extreme cold kills many more people than excessive heat), shipping lanes being restricted by larger and longer-lasting ice packs, much higher heating bills and higher prices for ALL food, not just fruits and vegetables, since even feed for cattle and pork will be affected, raising the price of meat as well.

Once the negatives become realities, they will realize too late that you can't just send up a cosmic vaccumn to clean up the mess!
