Why? As Bry posted, honest people ain't gonna mess with it anyway, and the mere presence of a lock will keep some from trying to mess with it. Those determined would defeat the lock even if it did something. So it deters those on the fence without having to keep track of a key.

seen this a bunch,, its just missing a pc of chain wrapped around the upper bar,,that will prevent the pin from turning in the shackle when locked,,
