My guess would be the fbi.
You see the only way the fbi ever catches domestic terrorists is if they have one of their confidential informants put the terrorist up to the scheme. Then of course the fbi swoops in to save the day.

8 dead in one spot is bad, but Indy proly loses that many every 2 weeks to thug nonsense.
And nobody seems to care.
Wonder if disgruntled employee or if somebody was screwing around.

I used to work in a factory not far from Indy and they hired a bunch of people in 99. Many of them women.
Lots of screwin around.
Expected somebody to come in blasting about it
