Cities often buy water rights from rural areas and the water formerly used for ranching and irrigation is piped away.
Wife works for water department. During a drought several years ago, there were lawn watering restrictions. One upset customer insisted the low water supply was caused by the water department due to the lack of manufacturing of water. "Why aren't you making more? he asked.

It gets dry here sometimes like right now we're below normal a bit.
By and far our worst troubles are waste and storm runoff.
One tropical system might dump feet of water over a few days. Its good to be a little dry in front of those.

Are you folks still allowed to use water to keep lawns green? When we lived there in the late 60s it had to have been millions of gallons a week in Tremonton and Garland going on yard grass.

They've use various methods. Currently, they recommend no watering during the heat of the day roughly between 10am and 6pm.
Sometimes, they use the last digit of your house address for designated days. So it's about every third day you can water your lawn.
They used to have a neat xeriscape yard/garden showcasing various low water usage plants. Pretty cool, but the higher ups tore it out because.....I don't know.
During the summer, I set my mower as high as it will go to help prevent the ground getting scorched. Every zone only gets watered a couple of times a week. Usually between 4am-6am.

We moved up there for 5 years summer of 63 through summer of 68,my father worked at the Thiokol rocket plant. He wouldn't hear of putting water on yard grass. Being from Louisiana that just wasn't done.

If I plant grass I might get it up to maturity. Otherwise only some garden plants get the minimum needed to produce. But when I rinse dishes it goes into something then is poured into watering buckets. I'm the only one in the family that does that. If things get dry in Misery we will then catch on. Be Well, RZ

Agriculture is by far the biggest water user in the west. They will have to continue to innovate and find ways to become more water efficient.
There sure as schit ain’t gonna be more water and less people in 50 years.

Driving on I-76 from Colorado to Nebraska the amount of irrigation is a stark contrast of irrigation. I fear for the Ogallala Aquifer. Both states irrigate, but from my observation, Nebraska has higher rates of usage.

We are in our third or fourth year of drought. The feds shut off water to the farmers! Mismanagement of resources for a century, a few years without winter snowpack, and presto no crops to feed the cities!

I've had 2 wells go dry in the past on different places I've lived. I used to have to shower in town and haul water up the hill for my horses. Most people have zero clues as to just how precious water is. I still have a shallow well that concerns me. It boggles my mind to see how horribly most city people waste water. It bugs the chit out of me that our idiot governors want drastic drought measures yet won't increase water storage and keep approving more building expansion. Look at this turd. Alfalfa pivots in our region are pumping water that accumulated over geologic time. Ground water recharge is not keeping up and folks are chasing water here too. Ground water is regulated and one must shut down a well before being allowed to drill a new one. Unlike California, I don't think we've experienced an subsidence yet, so recharge might be possible.

It has always worried me to have someone else (the guvment) with a say to your water.
Water is the lifeblood to the western farmer/rancher, and having someone else being able to allow you to have water or shut you down would be worrisome to say the least.
I farm in the hills of southwest Iowa. We typically get enough rain to make a pretty decent crop. Even with the 1.4" we received last night this year is starting off a bit dry.

Golf courses out in the desert is something I've never been able to understand.
