Not a new idea at all. Same goes for prohibitive taxes on ammunition, which date back to at least Daniel Patrick Moynihan. They always have a great idea for what they’ll do with the money too, like the D.C. tax on plastic shopping bags that was going to be used to clean up the Patuxent River, until they saw how much money it brought it that they could spend on other stuff.

There’s no limit to the amount of taxpayer money they’re willing to spend to enact, then defend unconstitutional laws that mainly serve to gin up campaign contributions. Would be more efficient if they simply transferred the funds directly into their political coffers. Similar to the way they require union labor on government projects, then cash in through union contributions.
I’m beginning to think it’s all a scam.

There are millions of felons in this country out on probation or parole. They have no rights against search without a warrant. Many of them if not most are packing guns. I would love to see gun confiscation and jailing of offenders start with this group. It is truly a field ripe unto harvest. But racist.
