History show us the dynamic seems to be ...
1) People are brought into service using shallow methods, like monetary incentives, phony macho propaganda, or conscription.
2) Then tough rule of law and threat of penalty maintains compliance.
3) Once in combat moral is built through the band of brother phenomenon. Battles are won through unit cohesion and moral which may have nothing to do with "love of country". The band of brother phenomenon dominates at the unit level in really rough combat.

That logic only works when you don't allow nightly assaults on a federal building elsewhere. Assaults that were nightly, occurred over several months, and were much, much more violent and destructive

1 and 4 are the majority, and are exactly what they fear.
3, is a wild card.
4? Probably unelected politicians. Exactly what they want. And the minority of those who go. (Find it odd how many locals have been accepted to the academies lately though.)
