I had the similar issue, tried 2 or 3 sets of rings and at least 2 scopes, but bullets landed to the right of zero no matter what. Called Ruger and returned it to them; it came back in two weeks fixed. The work order was pretty vague, but I can tell they relieved the rear of the rib so it doesn't bear on the receiver now.

Interestingly, it was a 7mm-08 also, I think I purchased it in 2017 but I haven't bothered to check the manufacture date.

Interesting. I talked to Ruger on Friday and they said I could ship it back in, so that’s what I plan to do. I would really like to get this figured out. The gun has some of the nicest wood I’ve ever seen on a No 1.

Got the gun back today. They mounted a new rib on it. According to the test target, the issue seems resolved.
