Here is some more reporting on this. It seems the reason for the release was to experiment on using a sticky nano particle which would allow penetration of the virus into the skin.
This is weapons development. What it would achieve is a way to deliver the virus into a human by simply having some sticky stuff on your skin. No breathing necessary. Once you can do this you could deliver any virus this way.
Future of bio warfare: 1) Develop weaponized genetic modified virus targeting your enemy. 2) Develop vaccine to resist your own weapon. 3) Deliver it with plausible deniability using simple skin penetrating nano particles.
