I'm no lawyer, but I'd guess that paragraph 2 pretty well takes the teeth out of this virtue signalling piece of garbage. Remsen....where are you when we need you?
Well this is a fine pickle we're in, should'a listened to Joe McCarthy and George Orwell I guess.

If I am Taliban am I exempt? Goober - if'n you're homeless you're probably exempt. They seem to be exempt from all of the other ordinances which law abiding, taxpaying citizens are obligated to obey. Parking, trespassing, illegal camping, littering, public defecation, etc. etc.

I can't wait to see their disbelief when they find out for the first time that thugs don't care about laws. I'm sure it will be a shock to their tiny brains. Will they crack down on ANTIFA thugs when they pass out from Fentanyl with a pistol laying next to them?

I guess I'd make a good criminal there. It might be the way to go cause gun criminals there seem to get a pass, along with druggies.
I dont even go there anymore because they dont offer reciprocity for my CWP
Fugg them

Here is the Biden & Libtard message to everyone in the country:
If you are a law-abiding citizen who has any type of earned income and, or retirement/ investment income you better pay your bills, pay your taxes, follow all laws, get vaxed and be on your beckon call to the government. After all the gov’t is your boss and “We The People” no longer applies. If you violate any of the above you are in BIG trouble. Now on the other hand if you are an illegal alien, a felon, a law breaker with a previous record, BLM /Marxist rioter, homeless squatter, etc, you are exempt from paying anything, you get free healthcare, no taxes, exempt from all laws and regulations. I wonder how long this can be tolerated.

another vague law so that it will have wide flexibility in interpretation for leftist judges...
in this state, few know that ALL appointed judges are ALWAYS out of Portland.... how convenient, n'cest pas?

No, you just have to read wording of the document. Section 3. 1a. "An owner or possessor of a firearm shall, at all times that the firearm is not carried by or under the control of the owner, possessor or authorized person, secure the firearm:" Just focus on: "...the firearms is not carried by or under the control of the owner,...." I do not see a problem.

you live in a f u c ked up state An understatement....It use to be a good one, but that was back in the early 70s....the whole country has gone to hell in a hand bag and the west coast is leading the way.

All of the doors to my home have a lock. Even if I am home, I keep those doors locked. Therefore, all possessions inside my home are in a locked box and under my control. Simple solution to a stupid law.

All you have to do is have a gun on you and the problem goes away. As long as carry laws are followed I do not see any problem with this law. It is very sensible law which will help you in the long run.
