Has anyone ever looked into why the crime rates were so high in the 80s and 90s?

we lived there 10 years. got hit and run twice. once by a black and couldn't see the other time. the channel 6 news was like an episode of cops. had a police helicopter over my house one night shining the spotlight on a murderer running through the neighborhood. and i lived in a "nice" area.
one of the happiest days in my life was when i got on the PA turnpike headed west for the last friggen time. the whole lower end of the state is a schithole.

Yep, those "minor" traffic stops result in a ton of drug busts and that's why they want the cops to stop doing their jobs.
