Experimenting with the Hornady 190gr Sub-x and very light loads of Trailboss trying to find a low velocity low noise load. Getting acceptable accuracy but....every 5th or 6th shot the bullet is keyholing at 50yds. Need more velocity.? Anyone know twistrate of Savage 219?

Factory .30-30 barrel or aftermarket/rebore? You need to determine your twist rate to be sure of your bullet/powder needs. It should be 1-12", but knowing Savages it could be a little slower or a little faster.
I've had good luck with .30-30's when cooking up "cat sneeze" loads, but it was always with much lighter bullets, cast lead of 130 and 150 grains, and Red Dot and Bullseye powder. I'm suspicious that your heavy subsonic bullet may need more twist, or perhaps a few hundred more fps which would abrogate your quiet goal.
My go-to .30-30 load is with a 190 grain cast bullet but I'm driving them with 28gr. 3031 for 2000fps out of a 24" 1-12" barrel (Model 54 Winchester), with perfect accuracy and (loud) authority.
Anecdotal cautionary tale: the only time I stuck a bullet in a barrel was when messing around shooting jacketed stuff at subsonic velocities. It came to a screeching halt halfway down the bore and took the services of a very skilled gunsmith to lathe bore the lead core out of the jacket (and didn't touch the rifling) leaving the jacket to be pushed out with a cleaning rod.

Try asking your question on www.savagesingleshots.com. The guy that runs that website really did write the book on 219/220s. He'll sell you a copy of the second edition if you want one!
